The dynamic background feature is attached to supported Elementor layout elements through public extension APIs.

Containers

On supported Containers, select the Container and open Style → Velox Featured Image.

Legacy Sections

Legacy Sections are also supported where Elementor exposes the required extension path.

Widgets are separate

The Featured Image and Featured Hero widgets do not depend on the background-extension panel. They remain the primary option when the element you are using does not expose Velox background controls.
